C I T I Z E N I N T E L L I G E N C E A R C H I V E Senate Race File #004 — Georgia Session 2 Update | August 2026 SESSION 2 UPDATE — AIPAC CONFIRMATION APPLIED (COLLINS) WHAT CHANGED SINCE SESSION 1: Mike Collins' AIPAC status moved from PENDING to CONFIRMED FLAGGED — direct AIPAC contribution of $33,250 identified, alongside crypto-industry PAC support (Winklevoss twins, Elon Musk, SpaceX). Jon Ossoff's AIPAC status remains unconfirmed — no funding identified in this round of research, but this is noted as "no evidence found," not a clean clearance. See changelog at bottom. Georgia is one of the most expensive Senate races of 2026. Democratic incumbent Jon Ossoff is the only Democrat defending a Senate seat in a state Trump won in 2024. His Republican challenger is Congressman Mike Collins, a Freedom Caucus member who won the GOP runoff on June 16 with Trump's endorsement. Note: Georgia requires a majority to win. If no candidate passes 50%, a runoff is scheduled for December 1, 2026. CANDIDATE A — MIKE COLLINS (R) Republican nominee | U.S. Representative, Georgia's 10th District 2023–present | Age 58 | Jackson, Georgia Mike Collins is a trucking company owner who followed his father into Congress. He is a member of the Freedom Caucus — the most conservative bloc in the House. Heritage Action, a hard-right scorecard, rates him 99% lifetime. He won the Republican nomination after Trump endorsed him in the runoff against football coach Derek Dooley. THE FACTS — VOTING RECORD Abortion Collins told an anti-abortion group during his 2022 campaign that he supports banning abortion with no exceptions — not for rape, incest, or the health of the mother. In January 2025, he cosponsored a bill to recognize personhood beginning at conception, which would effectively ban abortion nationwide. Even Trump privately raised concerns about this position — worried it would cost Collins votes in Georgia. Healthcare Collins has voted with House Republicans to cut Medicaid and roll back ACA protections. He has not put forward a healthcare plan of his own. His stated priorities are cutting government spending and reducing regulations — not expanding coverage. Elections & Democracy During his 2022 campaign, Collins falsely claimed Trump won Georgia in 2020. He filmed a campaign ad where he shot a voting machine. He has not publicly corrected his 2020 election claims.

Conduct Flags In January 2026, the House Ethics Committee published an Office of Congressional Conduct referral finding substantial reason to believe Collins used Congressional resources for unofficial purposes and employed a staffer who did not perform duties commensurate with her compensation. During the primary runoff, Collins' official social media account referred to a sexual assault survivor using a derogatory term; he blamed a staffer and apologized. In March 2024, Collins responded to an antisemitic post about a Jewish journalist with "Never was a second thought." He did not apologize. THE FACTS — FOLLOW THE MONEY SOURCE NOTES FLAG ■ CONFIRMED FLAGGED AIPAC — direct contribution $33,250 in direct/earmarked AIPAC contributions confirmed. Collins also drew support from crypto-industry PACs — Winklevoss twins, Elon Musk, and SpaceX among early contributors. Freedom Caucus / conservative PACs Aligned with hardline conservative funding networks. ■ FLAGGED ■ FLAGGED Trump endorsement (super PAC support) One Nation (GOP-aligned group) announced plans to spend $15 million targeting Ossoff in support of Collins. ■ WATCH Ethics referral exposure Congressional Ethics inquiry may affect donor confidence and fundraising. AIPAC MONEY: CONFIRMED FLAGGED — $33,250 in direct AIPAC contributions. This is no longer a pending item. DARK MONEY: FLAGGED — Freedom Caucus and Trump super PAC networks, plus crypto-industry PAC money and a $15M GOP outside spending commitment (One Nation). ARCHITECT ANALYSIS — MIKE COLLINS (updated): The AIPAC question is no longer a question. $33,250 in direct contributions, sitting alongside crypto-industry money from some of the wealthiest individuals in the country. Collins is not just aligned with hard-right domestic politics — he is now a fully documented case under both automatic disqualifying flags: AIPAC and dark/billionaire money. The Ethics Committee referral and the antisemitic-post response were already serious. This closes the loop on funding. Nothing here changes the conduct record — it adds to it. CANDIDATE B — JON OSSOFF (D) Democratic incumbent | U.S. Senator since January 2021 | Age 39 | Atlanta, Georgia Jon Ossoff is the youngest sitting U.S. Senator. He was born and raised in Atlanta. Before politics, he ran an investigative journalism company that exposed war crimes, human trafficking, and corruption around the world. He was mentored by civil rights legend John Lewis. He flipped Georgia's Senate seat in the January 2021 runoff — a historic upset.

THE FACTS — VOTING RECORD Healthcare Ossoff voted to cap insulin costs at $35 a month for seniors. He has supported expanding Medicaid and protecting ACA coverage. He points out that 350,000 fewer Georgians signed up for ACA coverage this year because of Trump-era subsidy cuts — and calls that unacceptable. Children & Family Safety Ossoff led bipartisan Senate investigations that exposed the sexual assault of female inmates in federal detention, the mistreatment of women in immigration custody, and the medical neglect of children in federal facilities. He passed legislation to protect children from online exploitation. Veterans Ossoff passed bipartisan laws to expand mental health care for veterans and to upgrade housing and child development centers for military families. He helped pass the PACT Act — one of the most significant veterans' healthcare expansions in decades, covering veterans exposed to toxic burn pits. Bipartisan Record In his first two years, Ossoff passed more standalone bills into law than any other freshman senator. He has built a record of working across party lines even in divided Congresses — on prison reform, veterans' care, and public safety. Immigration — One Notable Flag Ossoff was one of 12 Senate Democrats who voted for the Laken Riley Act — which gives federal immigration authorities broad power to detain migrants accused of a range of crimes. Civil liberties groups flagged concerns about the bill. Ossoff has said he supports border security while opposing civil rights violations by immigration agents. Voters should weigh this vote themselves. THE FACTS — FOLLOW THE MONEY SOURCE NOTES FLAG CLEAN Small donors / grassroots Strong national small-dollar base. Q4 2025 fundraising: 99% of contributions under $200, average donation $37 across 303,000+ individual donations. $25M+ cash on hand entering 2026. Over $81M raised total, $42M cash on hand as of mid-2026. PENDING — leaning clean, not yet confirmed AIPAC No AIPAC funding identified in this round of research. Ossoff's Jewish heritage and Israel positions add complexity voters may want to research further. Absence of evidence is not the same as confirmed clean — this stays open for a further targeted check (FEC itemized donor search specifically for AIPAC- linked individual bundlers). One Nation (GOP-aligned super PAC) announced $15 million targeting Ossoff. This is outside spending against him, not funding of his campaign. WATCH (against, not for) Opposition spending 2026 AIPAC MONEY: PENDING — No funding identified this round; not yet confirmed clean. Recommend one more targeted FEC/TrackAIPAC bundler search before finalizing.

BILLIONAIRE / DARK MONEY: NO — No dark money super PAC equivalent identified. Strong grassroots base ($37 average donation). ARCHITECT ANALYSIS — JON OSSOFF (unchanged): Ossoff's record is substantive for a first-term senator. The investigations he led — on prison abuse, on women in federal detention, on children in immigration custody — are not headline-grabbing work. They are the kind of oversight that actually protects people. That matters. The AIPAC question still needs a fully confirmed answer before this profile is final — "no evidence found" is progress, not a finding. STATUS: SESSION 2 PARTIALLY COMPLETE. Collins' AIPAC flag is now CONFIRMED. Ossoff's AIPAC status remains PENDING (no evidence found, not yet confirmed clean) — one more targeted search recommended before this file is marked fully final. Ethics referral against Collins ongoing. Georgia rated competitive; runoff possible December 1, 2026 if no majority November 3. CHANGELOG (Session 2, August 2026): — Collins AIPAC status: PENDING → CONFIRMED FLAGGED ($33,250 direct contribution; added crypto PAC context) — Ossoff AIPAC status: PENDING → PENDING, no evidence found this round (unchanged status, added research note) — Updated fundraising figures for both candidates (Ossoff: $81M raised / $42M cash on hand; Collins: crypto PAC + One Nation $15M outside spend against Ossoff) — Money Test Result boxes updated to reflect above "I don't tell you how to vote. I give you the X-ray. You decide." — Uma | PixelMagic / MindTraveler | People Over Party
