C I T I Z E N I N T E L L I G E N C E A R C H I V E Executive Summary & Framework Key 2026 U.S. Senate Voter Intelligence Project | Session 2 Update (Round 3) | October 2026 WHAT CHANGED: All 11 Senate races now have confirmed nominees and a complete Session 2 file. Michigan (Rogers vs. El-Sayed), Florida (Moody vs. Nixon) and New Hampshire (Pappas vs. Sununu) are now built. Election Day is November 3, 2026. The Citizen Intelligence Archive is a nonpartisan voter resource built for the November 2026 U.S. Senate elections. Its purpose is to give every American a factual X-ray of the candidates asking for their vote. This is not spin and not party propaganda. Every candidate, Republican, Democrat or Independent, runs through the same framework. Two Deployment Formats DECK 1 DECK 2 Elevated Analysis Edition: for educators, analysts, journalists and researchers. Full framework language, complete sourcing, Architect Analysis in full voice. Public Deployment Edition: for every voter. Fifth-grade reading level, short sentences, plain language. In production. The files in this document are Deck 1 working documents. Framework Key THE FIVE PILLARS Healthcare & Safety Net; Economic Stability & Jobs; Public Safety & Police Accountability; War & Military Spending; Children & Family Welfare. THE MONEY TEST A funding-source check on every candidate. Who will this person serve: the people who elected them, or the people who funded them? AIPAC FLAG Any candidate who has received AIPAC funding is flagged. This is a follow- the-money position, not a political one. PRO-ISRAEL PAC (NON-AIPAC) A separate category for money from pro-Israel PACs that are not AIPAC (DMFI, JAC, J Street, AMP, RJC and others). These groups differ a lot. It is a judgment call, not silently treated as an AIPAC flag. Open decision (NC). BILLIONAIRE / DARK MONEY FLAG A campaign substantially funded by billionaires, undisclosed super PACs or dark money networks. A candidate's campaign paying substantial sums to the candidate's family. Shown at the evidence level it has reached (allegation, complaint or finding). SELF-DEALING / FAMILY PAYMENT FLAG ARCHITECT ANALYSIS Uma's systems read of the pattern in a record. Labeled as opinion, not instruction. CLEAN No AIPAC or dark money found for that specific flag. "None found" is not the same as a full audit. PENDING Not yet answered. Do not treat PENDING as clean.
